endeavor. Individuals, groups, communities, in politics and in business need
plans. It is for one to know the situation and where it wants to achieve.
The Church is that needs sysmatic plans in carrying out God’s
mission. Without stifling the promptings of the Holy Spirit, the Church
continues to hear the call of the times through systematic planning.
But before any plan be put in place, a thorough knowledge of
the locality and the people become imperative. This is the sitz – imliben (
